When COVID-19 devastated El Paso, Judge Samaniego didn’t just respond—he acted. The crisis made it clear: too many families were falling through the cracks, especially in mental health. He’s made healthcare a core priority, pushing for prevention, awareness, and access. His vision includes a new Healthcare Hub at the Reynolds entrance, focused on bringing real services to the communities that need them most and ensuring equitable access to healthcare across the county.
Aerospace
Judge Samaniego was one of the first to see aerospace as a major path forward for El Paso. He turned early investments in Fabens Airport into long-term relationships with industry leaders like UTEP, Blue Origin, Raytheon, and Boeing. While others focused on aviation, he focused on the bigger picture—tech, innovation, and economic transformation. Now, aerospace is one of the region’s fastest growing sectors.



Manufacturing
Judge Samaniego believes in economic development that actually reaches people. With a background that includes leading multimillion-dollar industrial projects, he’s spent years building real pathways to jobs—not just headlines. His work with Taiwan-based companies and Borderplex has positioned El Paso as a serious player in global manufacturing, bringing investments that fuel local jobs and long-term growth.
Agriculture
What once felt like a forgotten sector is now part of the plan. Judge Samaniego has made agriculture a key piece of county development, especially in Tornillo. By working directly with farmers, he’s opening doors to new land use strategies, warehousing, and cold storage opportunities. It’s not just about crops—it’s about reimagining agriculture as an engine for rural opportunity.
